ANA presents the Incentives Program

ANA Airports of Portugal presents the Incentives Program for airlines

The new ANA Incentives Program, considered to be very important in encouraging air traffic growth at national airports, was presented Tuesday 3 March.

This new program supports airlines that, in a sustained manner, contribute the most to traffic growth and the development of the network of destinations at national airports, with the following key ideas:

Incentives and marketing support, two complementary systems
Under current market conditions, we must be prepared to offer airline companies a competitive support package. At ANA we decided to create a new incentive system, clearly aimed at supporting the offering of new routes, frequencies and seats, and, at the same time, a support system promoting demand – marketing support – used in part in collaboration with Turismo de Portugal through a protocol signed on 23 February 2015. Thus, we should note that, at this time, the situation we are witnessing is structurally different. Besides the climate of economic uncertainty, there are fewer opportunities for opening new routes and for markets that are more challenging from the standpoint of demand, either tourism demand or of other motivations associated with outbound flights.

The new incentives system is proof of the strong commitment by ANA to developing air traffic
The new regulatory model and the framework of objectives for developing routes and traffic growth that ANA assumed led to the need to review the existing incentive systems and to create a new program of incentives with a common structure for all airports in the ANA network (except for Lisbon where the program does not apply), thus being flexible and adaptable to the strategy and objectives of each airport. This new program complements the regulation model supporting airlines that, in a sustained manner, contribute the most to traffic growth and the development of the network of destinations at national airports.

Operation of the new incentives system
This new program, which goes into force in the next IATA Summer season (end of March 2015), was especially designed to support the sustainable growth of traffic associated with the diversification of routes, airlines, schedules and frequencies and follows three lines of support:

1. Supports the increase in operating efficiency, providing an incentive to air companies that, using the same number of movements, increase the number of passengers carried (by increasing the load factor or the capacity of the aircraft).
2. Supports the increase in existing routes, thus promoting a diversified offering at the level of companies and schedules.
3. Supports the opening of new routes for the airport, thus allowing us to broaden the network of destinations served.

Regarding the operation of this new system, and since these are different aspects, we highlight:

• It is a system with a common structure for all airports in the ANA network, flexible and adaptable to the development strategy and objectives of each airport.
• It is based on a differentiation of support based on the capacity of airports (daily peak/non-peak periods); the seasonality of demand (summer, winter and off-season); and the markets to be motivated.
• Attributing incentives for growth of the number of passengers and increasing frequencies is subject to the actual growth of the companies and routes operated, thus avoiding support for the growth of non-sustained traffic.
• It promotes greater sharing by airlines of their growth plans.

For reasons of business strategy, the incentive system shall not be available, during this phase, in Lisbon, where only a system of marketing support to promote demand shall be applied.

At the same time, the results regarding traffic at ANA airports in 2014 were presented, reflecting the sustained growth of the last few years in Portugal.

The presentation was attended by the Secretary of State for Transportation, Dr. Sérgio Monteiro.
